Members of the Steering Committee for Monitoring and Evaluation (M&E) at the Ministry of Finance have been urged to carry out their responsibilities with professionalism, integrity, and in line with national M&E guidelines. The aim is to ensure the committee serves as an effective tool for improving decision-making within the Ministry.
The call was made by Acting Deputy Secretary-General for Treasury Services and Chairperson of the Steering Committee, Mr. Chotto Sendo, during the inauguration of the nine-member committee and its first meeting at Cate Hotel Conference Hall in Morogoro.
Mr. Sendo described the establishment of the committee as a significant step towards implementing national guidelines on monitoring and evaluation management issued by the Prime Minister’s Office – Policy, Parliament, and Coordination. He noted that the initiative reflects the Ministry’s commitment to results-oriented performance.
He explained that the committee is a professional advisory body to the Secretary-General and the Ministry’s management. Its mandate is to review monitoring and evaluation reports transparently and honestly, advise on improvements, and oversee the implementation of decisions based on evidence.
“The committee will not execute Ministry activities directly but will provide strategic advice, supervision, and oversight to ensure decisions informed by M&E reports are properly implemented,” Mr. Sendo said.
He emphasized that the committee’s performance will be measured by its contribution to improving the quality of Ministry decisions, resource efficiency, and accountability. Heads of Departments and Units are therefore urged to ensure that M&E reports are accurate, timely, and effectively used in planning and implementation.
Mr. Sendo highlighted the committee’s role in ensuring that national M&E agendas are fully implemented, and that findings guide resource management and strengthen accountability to stakeholders.
Ms. Theresia Henjewele, Director of the M&E Unit and Secretary of the Steering Committee, expressed appreciation to the Ministry’s leadership for establishing the committee. She urged collaboration among departments, units, and M&E officers to ensure high-quality, timely reporting that can be effectively used at the management level.
According to Ms. Henjewele, the M&E Unit has the institutional mandate to oversee all monitoring and evaluation matters within the Ministry. Preparations are also underway for the development of an electronic M&E system expected to be fully operational in the 2026/27 financial year, alongside capacity building for staff to enhance efficiency, transparency, and timely use of information.
On behalf of the Steering Committee members, Assistant Commissioner of the Budget Department, Ms. Vicky Jengo, said the committee will work professionally with the M&E Unit to strengthen monitoring and evaluation and ensure the Ministry achieves its objectives.
